Browser evidence for agent work

Browser work should produce evidence: actions, screenshots, files, and failure states. A browser result is only useful when the user can inspect it.

Evidence

The workbench should show browser actions and screenshots when available. If Browser Run is unavailable, the UI should say why instead of showing empty previews.
